Using Tags in Photos

I have added tags to my photos. Why not give an option to use tags in photos and cluster photos? The recognition app clustering is horrible. I have detected more than 25,000 faces. But only 9 clusters. Most of the faces are clustered into one super cluster with 13k pictures. The reset cluster faces and cluster faces commands didn't fix. I wish the recognition app gave us more control to break the cluster by date/size. I understand about the shit cluster problem, but now my face recognition is completely unusable. I am using the latest Nextcloud and the Recognize app.
