File drop _anywhere_

This extends #1781.

It would be nice to receive a file upload anywhere and route it to the roughly right place.

If the file is a .fw it makes sense to try uploading it to the current product.
If the file is a .pub or .pem maybe assume it is a signing key if we can do that safely.
If we are on a specific device ask if we should transfer it to the device (if dropped on the console view we don't need to ask).
