Manage devices sending health polling data too frequently

This issue is primarily for tracking the general idea of reducing how long a device might send polling health data for.

By default, hub will poll a device for new health data every 60 mins. When you are looking at a device in the UI that polling changes to every 10 seconds, but only when viewing that device. This might be too much data for large installations.

I'm not sure of the best path to improve this situation, but this issue at least can serve as a way to gather ideas.
