"judge by" etc.: Instrument should be Characteristic? #98

The guidelines say Characteristic for "The scale or dimension by which items are compared", etc. "screened by height". Could make this "compared or evaluated" to include judge by.

Or maybe Characteristic~Instrument. The factor is being used to make a judgment.
