BUG: Deactived Neos-Site is still served to Browser/Client

Current Behavior

If a Neos-Site get's disabled via the Neos-Backend module the deactivated Site is still served to the Browser/Client. The Site is not visible anymore inside the Neos-Backend UI.

Expected Behavior

If a Neos-Site get's disabled via the Neos-Backend module the deactivated Site is not served anymore to Browsers or Client. Instead a 404 is send. Also The Site is not visible anymore inside the Neos-Backend UI.

Steps To Reproduce

Use a Neos-Multisite Setup and deactivate one site of the installation.

Environment

- Flow: 8.3.18
- Neos: 8.3.30
- PHP: 8.3.30
