[Bug]: promoted add-ons and resolving them with override decisions - override disable with approve #15329

What happened?

Case is: override disable with approve

  1. An abuse report for a promoted add-on goes into Dev listings queue
  2. Decision is to disable content
  3. At this point the add-on is held for approval in rev tools
    https://reviewers.addons-dev.allizom.org/en-US/reviewers/decision-review/6636
  4. from Cinder override the initial decision with approve https://stage.cinder.nonprod.webservices.mozgcp.net/job/63dcf675-ba90-4391-bb5f-d6369a4c98ac
  5. an email to the reporter with an appeal url is sent which seems to be correct

What did you expect to happen?

There is also an unresolved report in reviewer tools

We could maybe move the add-on to another queue when it's held for 2nd level approval to make it obvious in Cinder that some investigation is going on about the add-on on the AMO side.
