[Bug]: some issues for a scenario with promoted add-ons and abuse reports attached

What happened?

STR:

1. a promoted add-on is reported and flagged for HR in rev tools "Reported for abuse within the add-on"
2. try to force disable/reject it, it's going to 2nd level approval queue (at this point hr and due date are not cleared and they still available in the manual review queue, filed [Bug]: promoted add-ons continue to be flagged for HR until an action in 2nd level approval queue is taken #15317)
3. choose the third option : forward it to rev tools
4. notice the version history displays now "Escalated for an abuse report, via cinder"
5. try to resolve it from here with "Approve" from Resolve Reports

What did you expect to happen?

step 4 -> should be "Reported for abuse within the add-on" instead of "Escalated for an abuse report, via cinder"
step 5 -> even after resolving it with approve the HR and due date is not removed from the version

If I tried the same scenario with a report escalated from Cinder after step 5 , NHR is cleared
