[Task]: Make public channel "addons-production" and move bot notifications from "remora" to that channel.

Description

Following up on a discussion from addons office hours we have decided to make our production notifications and discussions channel public. To start with a clean slate, instead of renaming we will create a new channel and keep the old channel for sensitive conversations only.
