Followup for #1982 (comment)

What happened?

  1. A 2nd level approval add-on (has to be recommended, by firefox, spotlight or notable) is force-disabled
  2. In the 2nd level approval queue decision is to "approve content instead"

What happens is:
No email sent to developer and the add-on stays enabled which is expected.

What did you expect to happen?

Activity log / reviewer's pages no not register this action. - should there be at least an activity log for it?

Is there an existing issue for this?

We don't have consensus on what "approve content" should do. Shane, could you help us there ?
