Interaction on desktop browser view for the detailed information panel

The panel is shown on the right side of the map, but if the window is resized to a narrower size, it appears at the bottom. Tapping on it does not open the panel view, should it be opened?
This is a screenshot from a browser view, with a narrow size of the window, the panel is shown at the bottom:

After checking with UX, this seems like a bug since the panel should be open in this case also by tapping on the detailed information.
