guardian blob fileUrl doesn't take channel into account

For apprelease, fileUrls can be different based on update channel, which lets the same blob serve both a test channel e.g. release-localtest and a production channel e.g. release, with different URLs.  Guardian doesn't currently allow this, meaning release needs a new blob, which means more manual work and space for errors.
