Add resnet50 closed division github action

Hi, @anandhu-eng, I think wrt to this PR #289, it needs a slight edit in the code:

1. We need to replace current line of code to pull mlc repo with the command mlc pull repo mlcommons@mlperf-automations --branch=dev, as it has to be ran once a week, mlc pull repo command will fail with the current code, as the current code is depended upon the pull request event.
2. Additionally, we can remove the pull request target, as I guess we don't intend to run this GitHub action for each PR, right?

Can you please check this once? I see there is an open PR to merge the dev branch with the main branch, so fixing this before merging would be nice, Also, sorry for these errors from my side.

Currently the resnet50 closed division runs are failing. Might be related TensorFlow version upgrade.
