As site user I can hover over an actionable element without a border and only the text changes colour, not the background so that the uxd aesthetics are improved.

Acceptance Criteria

  • Acceptance Criteria 1: On hover, All actionable text and icon elements without border change text/icon colour & format on hover, not background
  • Acceptance Criteria 2: Elements with borders, eg buttons remain unchanged
