Based on microsoft/winget-cli#140, it should be possible to use portable zip-packaged deployment.
I'm looking for information on how to build and submit a zip-based manifest.

Support for zipped installers is still an experimental feature in WinGet. #80892 (comment).

But, if you wanna see an example manifest, it would be this #80300
