Upgrading windows terminal (wt) during windows server builds

Can we please get a tried-and-true way to upgrade wt during os image bakes?

I am working with Windows Server 2025.

I have asked many AI engines and none of them have been able to give the solution that works.

Assume the process runs under NT AUTHORITY\SYSTEM and assume there is only 1 profile, that being c:\users\public, assume winget is not installed.
