Request additonal Parameters for GitHub Runner setup

Hi,

I was trying to make use of the arm template to start a GitHub runner and got a slap on my fingers by the GitHub enterprises admins, that I have not added my Agents into my assigned runnergroup ... so I checked the template and I can not see a possibility to do so.

Furthermore we also tend to believe in "VM sucks? just recreate it !It is quicker as to debug and clean up". So also the runner -replace option would be nice to be settable :)
