When trying to use the Windows Copilot Runtime APIs, such as Phi-Silica, in the 1.7.0-experimental3 release as Default WinUI3 Packaged App, you may encounter the following issues:

1. The Microsoft.Windows.AI.Generative library is missing from your project.
2. Execute at LanguageModel.CreateAsync() results in a System.Runtime.InteropServices.COMException '' (i.e. empty error message).
3. Execute at LanguageModel.IsAvailable() results in System.Runtime.InteropServices.COMException: 'Class not registered'

If you're experimenting with the Windows Copilot Runtime APIs, such as Phi-Silica, in the 1.7.0-experimental3 release, keep the following in mind to ensure a smooth setup:

1. Target the Correct OS Version
   Update your project file to set the target OS version >= 10.0.22621.0.
   e.g. <TargetFramework>net9.0-windows10.0.22621.0</TargetFramework>
2. Set the Correct Solution Platform
   Before clicking "Start Debugging," select the appropriate Solution Platform in Visual Studio.
   Example: On an ARM machine, choose ARM64.

The underlying ML models required for these APIs currently require your device to be running the latest Windows 11 Insider Preview Build on the Dev Channel. Additionally, these APIs require your device to be a Copilot+ PC. See Copilot+ PCs Developer Guide to learn more about these devices. APIs will throw an exception when called on devices lacking the necessary support.
