[Bug] Solution packager can't unpack a solution with a code app

Describe the bug

Exported solution with a Code App can't be unpacked with solution packager

Steps to Reproduce

1. Initialize and push a code app
2. Add the code app to a new solution
3. Export as unmanaged
4. Run pac solution unpack
