PEKOE should have an API

Ease of use and calls in web app.
Integration with third-party tools (main use cases for crypto tips service are freelancers (it, design, etc), bloggers... not cafes for sure.

Better use Golang for API? -> also use https://pkg.go.dev/github.com/gochain/web3 for Web3
