The user who submitted a comment should also be able to edit and delete it.
Other users, even moderators, shouldn't be allowed to do so. (Moderators can still hide them.)

The difference between hidden and deleted comments is that users can still view a hidden comment's contents if they wish to do so. Deleted comments aren't actually deleted either, but their contents are purged.
