Fix sorting of NeoGeo CD/CDZ region flags

With neocdj, Neo-Geo CD games can be played in Japanese as in the early days of the console once neocd gets promoted to WORKING.

Digging thru the neodev wiki I can't find any info about what kind of Neo CD / CDZ were officially released to given regions. The only thing we do know is that BIOS region is selected thru a flag, and even then there's no further indication about what region got what and I don't trust regular wikipedia page either.

PS: neocd is already set to Japan mode internally.

According to my research, both the original front-loading model and Neo-Geo CDZ were released exclusively in Japan.
Only the original top-loading model was released worldwide!
