Adding Default Horizontal and Vertical Artwork

I have been using MAME for the last 20 years. wow has it been that long.... I have never understood why Default Artwork for Horizontal and Vertical orientation has never been implemented as a fallback choice when no artwork is available.

I like to add a horizontdefault.zip and verticaldefault.zip with my artwork and lay file and switch out without having to recompile. If this can be done today, please share the steps.
