Data Type of applied_rule_ids in Quote and Quote Item is different

Preconditions and environment

• Issue on 2.4.7 & 2.4.8
• Quote table applied rule ids will mis match with quoteItem if 100+ rules applied to the same item. Also its better to be consistent across parent and child there is no reason to have text in quote_item and varchar(255) in quote

Steps to reproduce

• Just check the db_schema.xml in Quote module

Expected result

• Data type should be consistent across parent and child tables

Actual result

• Data type of Quote Item applied_rule_ids column is inconsistent compare to applied_rule_ids in quote table

Thanks for the report and collaboration!

We have tried to reproduce this issue in the latest 2.4-develop branch as well as 2.4.8 version by looking into describing the table definition as below:

Due to this, if we have 100+ rules applied on a product may produce weird behaviour. Hence confirming the issue.
