Auto-fixer for PHP Compatibility Issues

It should be possible to write a tool, which can be used to fix compatibility issues of Magento core modules and third party extensions with the new PHP versions. Such tool will decrease total cost of ownership (TCO) for merchants and partners.

It has to be extended when new PHP versions are released.

The goal of this ticket is to create HLD or PoC with high level architecture and implementation roadmap.
Third party tools must be considered if available.
