Port fallback_reference setting to v2

In `v1` we've added an option to specify a `fallback_reference`, see https://github.com/mach-composer/mcc-turbo-changes-action/pull/16
This should be ported to v2 as well so project that rely on this setting can upgrade to v2 as well.
