Initial Test Parameterisation

Given that the refactor allows a user to swap out arbitrary dimensionality reduction and forecasting techniques. Tests need to be parameterised based on this

PCA/technique specific tests should be identified and split into a separate file
Non technique specific tests can be run regardless of what custom technique a user implements

Do the initial split of tests into a separate file and set up initial test parameterisation.
