Review/Update to provide access to all available years & locations

When developing the new dashboard page, the prototype stats-pipeline was only providing data from 2020. As that service nears v0 completion, it will provide multiple years of aggregate data.

Check this code to ensure it allows selection of data from all available years, as presented in stats-pipeline data

Locations available to search are imported here and defined statically here.

• Devise less manual way to include all years available on the frontend
• Write queries to pull region code and other location combinations so adding all locations for search is easier

In 79cf922 I've added all countries and regions globally, and set the year selector to include 2020 and 2021. This is previewable, though there are still some issues to debug. For example other ISO 3166-2 subdivision 1 regions are searchable and present data, like Northern Ireland, but we receive a type error in the web console when selecting countries.

This function will need to be updated to provide stats for country, city, and any other geographies beyond ISO3166-2 sub1 regions

Does this block need to be updated with the bucket ranges present in the histograms?
