Make pylint CI step a required step for merging #141

Build & Test QEMU OT / lint-python (pull_request) CI step is not flagged as required for merging but I think it should.

I cannot find a setting to change this, so I believe it depends on some permissions I do not have.

Could someone with repo permissions have a look at it?
