Installed Spack

Hello,

We were previously using the old repo rse-ops and are migrating here because of the change to Ubuntu requirement in github. I believe previously the base Ubuntu image installed spack and now it doesn't. We could add it to our Dockerfile but maybe it would make more sense here? Either is okay, just wanted to see what you folks think.

The problem is everyone uses a different version of Spack and it increases the size of the base docker.
