Introduce an orchestration configuration layer and refactors the internal orchestrator to select behavior through a mode-specific strategy boundary, while preserving the existing CLI, Gradio, and OpenAI API interfaces.
The current planner flow will need to be explicitly modeled as "agent-as-tool", including centralized participant resolution and validation, defaulting to all non-PlanningAgent specialists when no participant list is provided.
