Look into high rank count issues in Redecomp #124
Description
Investigate cases in Redecomp where number of ranks is approximately the number of contact pairs. The minimum number of entities per rank was increased in #123, but perhaps a more sophisticated method is needed for determining the maximum number of ranks for a decomposition (RCB or otherwise)?
