This is a great start, so I'm going to approve it.
It may ultimately need to move to the root of the website repo and be imported into the site from that file location, so it's obvious to visitors to the website repository on GitHub.
We also need to develop some specific content about contributing to the website from the steps mentioned in the website repo README.md
