Hitchens' Razor does not apply when there are laws on the books that prevent people without licenses from making doctoral claims. This is the exact same thing. The author wrote code, that code is making doctoral claims. In the court of law, the author is at fault for any issues that arise from the use of this software. That includes malpractice.
