Describe the feature or problem you’d like to solve
GitHub pull request discussions can be locked up.
In such cases, our gh-pull-comment reporter is unable to publish our sticky report comment.
Proposed solution
Detect if the pull request against which the gh-pull-comment is running is locked or not.
