User is not disable even with the dashboard show as a disable user #595

Describe the bug
User is not disable even with the dashboard show as a disable user

To Reproduce
Create some user and add this user in two groups (first group can be any group-name and the second group will be daloRADIUS-Disabled-Users) I attached a example of my groups

Expected behavior
The user must received a access-reject because the user is disable

Screenshots

Desktop (please complete the following information):

  • OS: Debian
  • FreeRADIUS Version: 3.2.6
  • MARIADB

Additional context
If we invert the order of the groups, for example: First group is "daloRADIUS-Disabled-Users" and the second group is any other , the user is disable as expected

You should change the priority in the first group to be 1
and the priority in the second group for disabling user to be 0
