Frequent request for logins due to unstable internet

Recently I migrated from Mikrotik to daloRadius for AAA. I implemented the below in Mikrotik to prevent frequent request for login as long as the user is authenticated.
When MAC cookie feature is enabled (login-by=mac-cookie, add-mac-cookie=yes set in user profile), following actions are taken:
first successful login. Mac cookie keeps record of username and password for the MAC address if there is only one host with such MAC. Cookie timeout is set to value equal to mac-cookie-timeout.

What kind attributes will achieve the above scenario in daloradius environment?

In addition, I have discovered, because roaming users get disconnected due to different vlan giving out different IPs from the initial ones. The users are requested for authentication again. Please, do help me to overcome this challenge.
