[UI] Default interest rate on slider should be dynamic #806

The default rate on the interest rate slider is currently set as a constant, the value a user sees should be dynamic, and linked to https://github.com/liquity/bold/blob/d3ec4d588dc2e43558d23f9923a37a85a5148f61/frontend/app/src/liquity-utils.ts#L310C17-L310C39, with a result that is rounded to the nearest 0.1%
