Custom game types with custom weapon loadouts

Would it be possible to setup an additional game mode whith custom weapon loadouts, for example: shotgun only? I would love to have that in my map rotation for one specific map.

Would any coding be required for this? I'm an experienced coder but haven't evern coded anything for CoD4.
