The pull request #3120 is non-backward compatible because it moved
```OBC.ASHRAE.G36_PR1to theObsolete` package.

The latest backward compatible commit was a9a8f54.
This issue is to

  • update the version number of the master to 10.0.0, and
  • make a new branch maint_9.0.x based on a9a8f54
