Fey Touched Perks Not Available

I'm using the Tashas Cauldron of Everything orcbrew. I'm creating a warlock Hexblade build, with a custom lineage so that I can choose Fey Touched as the feat. Fey Touched is supposed to grant Misty Step and a 1st-level spell. Unfortunately, neither are available anywhere in the character builder.

Misty Step isn't listed anywhere in the character builder for warlock.

The description of Fey Touched specifies "one 1st-level spell of your choice. The 1st-level spell must be from the divination or enchantment school of magic". It doesn't specify that it should be from the "warlock spell list" (which IS specifically stated in other areas), meaning that you should be able to choose anything from the full 1st-level spell list as long as the spells is of the divination or enchantment school of magic. However, only warlock spells are available in the character builder when you choose warlock as a class.

Regarding both Misty Step and the chosen 1st-level spell, the Fey Touched description also states that "You can cast each of these spells without expanding a spell slot. Once you cast either of these spells in this way, you can't cast that spell in this way again until you finish a long rest." Even if I choose a spell from the warlock spell list, I'm still required to use a spell slot to cast it.

I have tried using Unlocked and Homebrew, but it doesn't open up the full spell list.

Any help to get around this issue would be super appreciated.
