Summary  

• Added prometheus and grafana for metrics collection to halfstack.
  Add the config file to the install package as a symbolic link so that it can be used by built packages, as currently the config file is only included in the source code.

1. Currently, the metrics-related halfstack is directly using the config file in the configs folder.
   The configs folder serves as an example, so copy and modify it appropriately rather than using it directly.
2. Add a symbolic link to the metrics halfstack-specific config file to configs in the install package.
