Firefox 134.0.2, Windows 10. When I select a window to move a tab to, it only activates that window,

Let's try some restarts first, have you tried restarting Winger? Go to /settings (Winger omnibox) and find the "Restart Winger" button. See if the problem persists.

If so, try restarting the browser. A quick and convenient way is to visit about:profiles (url bar) and then click "Restart normally".

Let me know if it persists or regularly reoccurs.
