Add automation to update hugo version

K8s Website Hugo version has not been updated in 8 months, in minikube we have an automated job that does this and currently there is an issue with Netlify Build that latest version of hugo can not be installed anymore. that kuberenetes is not aware of it because using very old hugo version

This issue is currently awaiting triage.
