fix release blocking / release informing job frequency and max runtimes

#36569 introduces an automated test and creates a list of known failing jobs

some are fixed already in:

• fix failing release policy for kind-conformance-ga-only, enforce removal of passing jobs from knownFailures #36572
• fix release job requirements for ci-kubernetes-gce-conformance-* and ci-kubernetes-kind-cloud-provider-loadbalancer #36573

but there are more to fix
