add Frequently Asked Questions page to Getting Started #2968

We can help new users understand Kubeflow by adding a "Frequently Asked Questions" page under "Getting Started".

Initially, we can cover some very common searches and expand the list in the future:

  1. What is Kubeflow?
  2. Who owns Kubeflow?
  3. How can I contribute to Kubeflow?
  4. How do I deploy Kubeflow?

PS: this will probably help with Google Search result traffic as well
