use GitHub releases rather than bin folder

Please publish artifacts to https://github.com/krujos/scaleover-plugin/releases like https://github.com/contraband/autopilot/releases does to make it easier for tools like Artifactory to mirror artifacts for installation from `cf install-plugin <local mirror to plugin artifact>`
