Rename onnx_model, tf_model and similar tags to model_framework=onnx, model_framework=tf etc.

Planning to replace:
`onnx_model` -> `model_framework=onnx`
`tf_model` -> `model_framework=tf`
`pytorch_model` -> `model_framework=pytorch`

Model recipes, model converters, programs(`loadgen` and `non-loadgen`) will be updated in some repositories:
