Kitty running Bash keeps overriding my OS window title

This happens on both Kitty 0.26.5 and 0.42.2. I start kitty with just kitty and am never using kitten @ to set the window title. My shell prompt uses the standard \e]0;...\a sequence to set the title, which works fine in xterm and urxvt, but for some reason in kitty it was being immediately overridden with the current working directory. So I disabled all my (admittedly complex) bash prompt/title setting with unset PROMPT_COMMAND and PS1='$ ', which revealed that the title seemed to be changing to the last command I'd typed while in Bash. I can change the title using standard escape sequences, but that seems to last only until I run the next command in bash. E.g.,

$ printf "\e]2;title 2 from bash\a"
$ # title is now as set above
$ ls
...
$ # title has changed to 'ls'

What is setting the title to the previous command when I'm running Bash and how do I turn that off?
