Add check of update.drupal.org availability

Prior to running install or update tasks (or more generically drush make), we should check availability of update.drupal.org and/or other parts of critical drupal infrastructure somehow, and abort prior to making any changes. This will prevent leaving a site in a broken state if resources are not available.
