Contributing guide suggestions

Following the discussion from last week's dev meeting, here are a few comments regarding the contributing docs:

• There should be a link to the contributing page of the docs in the CONTRIBUTING.md file
• Maybe we could mention that commits have to be signed?
• There could be a link to the cmake folder's README somewhere, it provides a good overview of the build system, but as far as I can tell it's not reachable from the website.
• The compilers supported by kokkos part hasn't been updated since 2018, and I don't know if it's still relevant since the supported compilers are also listed in the requirements page
• Some of the information in the Testing Workflow Components page are also outdated (the platforms, backends and Test Scripts parts for example)

Other than that it is good, the PR and reviews and Kokkos project planning part are quite exhaustive which is nice

I'm not sure the average contributor needs to know about all of that but sure linking to it might be good.
